    Ok, basically

    I turn on Xfire
Only one GPU seems to be doing the work

As you can see from the picture below, the first GPU is on 40%+ utilization.
    I had torchlight running. (game)

    BIOS: A05
    GPU : 8.680.2.0

you can try to reinstall drivers. if that doesn't work, then it's a hardware issue. be sure to use a driver sweeping program.

Were you running the game windowed or fullscreen? Xfire will not function if it is windowed.

Nah, looks like both cards are working fine but the game doesn't utilize the CF. You might need a hotfix for this game. Not sure if it's available yet.
I'd worry more about your CPU temps. 88C is a little high IMHO. You could reapply the thermal paste.

    ^^ that
and if you want to make sure cf is working right click on your ccc icon, there is an option to display a cf logo inside games when it's working.

You also might want to make sure that Catalyst AI is set to standard, or advanced.

I had this problem and worked out that catAI seems to be a big decider in the workings of Crossfire.

I noticed that only one of my cards was working, because there was hot air coming from only the left hand graphics card.
