Today I installed 11.9 and I have the same problems.
The first game 32-38fps, and all subsequent 21-22fps and 24-26fps in other match, and it is immaterial whether the level of detail put low, medium, high or ultra

Using the latest Dell drivers from 07/29/11 with everything on highest graphic settings possible, I played Metro Rush.
Outside the metro I saw a low FRAPS score of 29, an average of 35-40 and a high of 59.
Inside the metro, I was in the 50's most of the time and a high of 80's.
Highest temp was 79.5 using GPU-Z on gpu sensor #3 and 76 on the plane GPU sensor above.
No overclocking, just the set up in my rig. Very happy with performance and temps obviously. -

Running it at ultra and not really noticing any slowness on a 6970M (overclocked). This makes me wonder W T F Dice is talking about when they say you'll need at least SLi-Desktop 580's to run at highest settings...
That said, the graphics are not blowing my mind as much as I was led to believe they would. I wonder if the beta is at all close to an indication of what the final product will be, graphics-wise. -
i believe they didnt add all the shaders n stuff to the game yet, the ultra settings are just the same as high.
same as bfbc2 they didnt add the ultra settings in the beta there either.
i would change the fov setting in the config file tho as 70 is terrible when playing on 1080p 90 ftw -

i believe on bfbc2 it was even lower as 70, was freakin horrible

Updated my driver to 11.9 with CAP4 and I'm getting smooth 50-60 FPS on Ultra with 0xAA. Not bad!

Looks like I'm the only R1 user to post here so far.
I haven't tried crossfire yet or the 11.10 drivers but seem to be doing well with all low/off and 800x600 resolution. I care more for performance than quality so I'm OK with that.
So Alt+Ctrl+S = display FPS? I'll have to try that out. It'll be a good tool to help me figure out the optimal resolution/options.
Any of you try using a 360 controller? I'm mainly a 360 gamer and like some aspects of playing on PC but would like to try using a 360 controller if it's possible -
