CPU Stuck at 0.80 freq, on or off battery

hi, everyone new here just purchased a used alienware 17 r4 7700hq gtx 1070 32gb 2400 ram sandisk x400
problem is when i first got it i noticed something weird everytime i tried to open file win explorer very stuck like behavior so now that i figured out why my CPU USAGE is always on 0.78 and max is .80 even with max performance set in the BIOS even typing is laggy i changed power supply with no luck i unplug and shut down reboot and still set on .80 max freq idk why this is happening my temps are fine but showing in both taqsk mgr and intel extreme max freq is max at .80 please help as i really wanna game on this thing
I also tried unplugging the batt cable and leaving it just plugged in , this is very strange idk if its software or hardware the BIOS does display an error with power adapter however running diagnostics comes back fine no issues batt life at 54% heathly ac comes back 250 something watts also downloaded app its displaying only max of 12.685 volts even under stress. help me!!

 

Using Throttlestop or nah?

 

i have it installed but dont know what to do with it lol or what im looking for seems like one time i unplugged the ac then plugged it in then in intel extreme i noted it jumped to 3.8 max freq then went right back to .80 i used a diff ac with the same specs and i know for a fact that ac is good and same issue

 

Well it would be a good idea to check that out, cant use a tool if you dont know how to use it.
