As seen in my attachment, my freaking computer (M17xR3, bought Sept. 2011) only displays integrated graphics. This is my 4-5th week struggling with this issue without a clear answer.

Fn+F7 does NOTHING. Resetting BIOS/power-draining CMOS does NOTHING.

Only discrete graphics worked before when I chose to disable 6990M graphics because I needed to spend 2+ hours without battery.

Is all hope lost for me? Is there any other solutions that can save me from death?

Did you try reinstalling the ATI Drivers off of the Dell website?

You might be right, used the Driver Sweeper to clean all ATI driver, and 6990M and Intel(R) HD Graphics Family is back on, albeit with yellow warning sign. Great :)
