When I am using the dolphin emulator my 6970 gpu doesn't ever get out of idle mode 100-400mhz. This causes the fps to be around 20 when It should be much higher. Is there any way to force the clock speed up when using dolphin?

Edit: Actually it seems like Im just getting extremely low fps. like 17 no matter what settings Im running
