This is because of the creative Soundblaster Recon driver. When you remove it the stuttering will be gone.
Windows update will install a recon driver which wont reproduce the stuttering effect during startup.
If you wish to have the full software and features, then you have to trade off having the stuttering. I kept the software and opted to mute the windows startup sound which you can do in the sounds setting present in control panel.

Typically Creative letting themselves down AGAIN with shoddy software. It's mildly irritating. Hopefully the next version will remedy it.

I was wondering why mine was doing that. Was thinking of posting a question about it. Glad you posted this, OP. I muted mine in the Control Panel...never did like start up sounds anyway.

been trying to find out what seems to be the problem.
a guy in this forum once mentioned about this problem and none could exactly give an answer.
never been a fan of windows start up sound but its good to know what caused it.

I usually power off once per week, sometimes even longer. Windows stutterig start-up sound doesn't bother me very much.
