Uninstall all drivers for both the 6990M and the Intel IGP through Control Panel>Uninstall a Program and Device Manager (including associated software) if needed. Then install the Dell July 6990M drivers. Those drivers include drivers for the Intel IGP. Do not install the separate Intel graphics driver shown on the Dell web site; those are for use with the Nvidia cards. After installation of the Dell drivers you should have no problem switching between the graphics options.

I guess you going to need to do the Driver Sweeper/CCleaner routine to clear out the embedded drivers and registry entries that appear to be scrambled. After uninstalling through Control Panel and DM (if needed) to the point that you have both cards at Windows VGA Adapters, then reboot into Safe Mode (tap F8 at the boot screen until the boot menu appears, select Safe Mode). Run Driver Sweeper ( http://phyxion.net/item/driver-sweeper.html). Select AMD Display only (scroll down and uncheck c:\ATI if present to protect any ATI reference drivers previously downloaded), clean and reboot. Then run CCleaner ( http://www.piriform.com/CCLEANER), click on Registry in the left column, Scan for Issues and then Fix Selected Issues (all). Repeat until no issues are found. Then reboot and install the Dell drivers. Drivers and Downloads. That ought to do it. Good luck.

Also make sure you don't have any open programs when switching graphics. I remember someone posting that an open program can make it not work and after trying it I found it to be true. As long as I closed all my programs before switching, I had 100% success at switching graphics. Before that it was like 60%.
