2nd i cannot install the latest CCC 11.9, i am running the latest Dell drivers it tells me it cannot find compatible hardware, yet GPU-Z sees the gfx card 1120 shaders 715 blah blah blah...

    wht should i do?

HWinfo is designed to deal with desktops as well where the video card actually controls its fan, so thats why the report for GPU fan under ATI GPU doesnt make sense.

If you look higher, you can see the 2 real fans listed under Compal EC one for CPU and one for GPU. you can also tell they are both working by the hot air coming out both sides on the back.

As for the drivers, try this thread

i know that they work, but without HWinfo the GPU gets in excess of 60c idle... and the fans are a 0 RPM............... i have to use HWinfo or the gpu will get HOT!

m17x r3.... The 11.9 I guess is an issue for everyone but the lack of working fans is a huge problem.... The fans do not want to kick in when the gpu is hot why? What can I do?

Sorry, I have nothing else to help... you could try different drivers. I'm running the 11.10 (BF3) drivers and my fans work just fine.
    [AIO] AMD Catalyst 11.10 Preview (8.901.0) Win7.7z

I did have to configure windows to test mode to run unsigned drivers though.

xSix, in my experience the fans are controlled via the bios. Are you running the latest A08 bios?

when you stress your Gpu is there no air coming from the back left vent at all? I'm just trying to understand. Up above, you mentioned without hwinfo, your GPU sits 60c idle. That's only slightly above what mine sits at idle
