Ohai, i've recently re-pasted my CPU because it was getting pretty hot, and I think I did an ok job, clean, and pretty much everything back in their right place. Nowww i've noticed whenever I turn on my laptop, I no longer hear the fans start up like they used to on boot-up and when i play games the fans don't make as much noise etc. etc... Is it because... my temps are good? Or what? I do feel air being blown from the vents. Maybe i'm being paranoid o_O. Is there a program that could tell me if my fans are spinning?

Haha, and ok, thanks. This is the first time i've ever re-pasted anything lulz, and the quieter fans kinda surprised me.

If the PC is staying cool then it is fine, check on the temps.
