Try testing using some games as well as watching the temperature levels. If it tests fine then you should be ok, but I don't know the limits of that card.

My temps never go above 70 degrees Celsius. Is that safe?

If you take a look at the screenshots of 460m overclocks in http://forum.notebookreview.com/ali...-powerful-m15x-benchmark-thread-part-2-a.html you will see that the overclock on the cores range from 755 to 825 on the top 5 list. I would say that it is better to just push it to the speed needed for a smooth gameplay, and adjust the clocks up/down when needed.
If your temps are within a reasonable range it should be ok for the card, but to avoid unnecessary wear you should just push it as far as needed. Overclocking your gpu will void your warranty

Overclocking will not void your warranty as it is a software overclock and can just be reset.

I am using MSI afterburner, I'm guessing thats a software overclock.

That is a software overclock. Basically, the software is doing it in Windows and hardware is doing it through BIOS or vBIOS.

If you fry your gpu while overclocking, there might be a possibility they will decline you service. If it does not fry, the warranty should be ok.
There is not much of a difference between sofware overclock and custom bios overclock. It is more convenient to use a software overclock as it does not require a reflash of the bios to reset it.
The two factors are temps and voltage.
