I get cricketing when they downclock so does anyone know how to keep them going full blast?

I had the same problem chiefs. Then it got worse and the cricketing sound was always there low or full blast. So i rang dell and got them replaced. It was mainly only my right sided GPU fan that was making all the noise however dell decided to replace all 3 fans.
I don't think there is a way really to keep the fans running on full blast unless you leave a game or intensive app running always. Which then also wouldn't be recommended. Best to get your fans or fan changed chiefs.
You'll need new fans chiefs. Give Dell a ring and get them changed. Hopefully you still have warrenty.
If not you can buy the specific fans on ebay.

I still have warranty but am in South Korea... I transferred the warranty but due to uh, language differences it's gonna be a bit*h to get a tech out here i think... has anyone ever gotten service in Asia?

Perhaps you can try calling in 1st. See how it goes. If no luck you could try emailing them. Go to your countries dell support site and send them an email about your problem. If you can't get a tech out they should be able to send you out the new fans then you would have to replace them yourself. Its not to hard, there are plenty of guides on this site forum to help guide you through this.
Also do you know which fan is making the noise? Or is it all of them?
Give Dell a call 1st anyway and see how you go. Might as well try 1st ey chiefs. No harm. Tell them of your problem the fans making those noises all the time. See how it goes hopefully there are techs in your area otherwise ask if they can send out the parts too your current address.
