So I have been looking through the threads for what people have done with the M17X R1 platform as my USB ports have been beat up and are unusable. I have a new F415N coming, but while I have it apart, I want to upgrade from the Q9000 that's in there and quite possibly the twin 260 cards.

I've seen (a couple years back) that people have upgraded to the Q9300, which you can get at a decent price. When I looked at the Q9000 "series", I see the series goes up to Q9650 at 3.0 GHz.

So here is my question: Is the M17X R1 with the F415N MB limited to the Q9300 CPU at 2.53GHz, or is it possible to use a faster Q9000-series?

fastest c2q cpu for laptop is the qx9300 , that is the highest cpu that can be installed on the m17x r1, q9650 is a desktop cpu , qx9770 is the highest desktop cpu for that generation
