Have you tried switching the hardware acceleration in Photoshop on/off and see if that helps?

I don't know about the Dell drivers, Im using the inofficial "Catalyst 10.5" drivers from strags.com and haven't had any problems with Photoshop CS4.

I can use newer drivers comparing to Dell released but I have other issues with other programs.
I am perfectly happy with Dell released ATI driver with the exception that it does not work all completely well with CS4. I can launch CS4 but if I go to Edit\Preferences\Performance, the program crash. This happens to both the x86 and x64 version.
