I was wondering why the M17x R3 is Gigabit is so slow at transfers. I have noticed that it seems to start out fast, but thats just Windows 7 displaying the incorrect speed. Truth is that the Atheros AR8151 PCI-E Gigabit Controller does connect at 1.0 Gbps but produces only 100 Mbit transfer.

Check out this, you cannot force the controller to connect at 1 Gbit in device manager. Even if you could, I wouldn't expect Gigabit speeds. I feel bit ripped off in this area getting such a crappy NIC, was expecting something better like an Intel NIC at least.

Maybe it's the switch you are connected to. I can connect at gigabit speeds just fine and transfer at ~90MB/s.
