sounds like your CPU is stuck in low power mode? Since you have reinstalled windows it shouldn't be anything you have done. Make sure all your power settings are set to 'max performance' and install HWinfo64 to monitor the CPU clock speed. It should dynamically rise to the speed of the CPU installed when under stress. If it stays low then a call into dell is the next stage :(

When i turn on my notebook, sometimes i receive a message off my charger... Anyway the notebook worked normally ( excepted CPU ( Underperforming ) )... So i deactivated this message in bios...
the problem is this, my notebook automatically slow a clock of my CPU...
I repaired my charger and everthing is ok now!

I plug and unplug tension cable in charger, several times... One time message stops!! hahahahaha
BUT, have another solution, if the message not stops... Turn on notebook in batery!! So the message not come ( and CPU worked normally ), latter you plug the tension cable..
    =D

Funny, I was going to suggest that. Do you still have warranty - if you do then call it in, you might need a new motherboard :(

You're very welcome. I worked in Brazil a few years ago (SP). Spent a lot of my time commuting to the US and carrying laptops - boy does your government have some wicked import duties on IT equipment  Two laptops and my flight was paid for ;)

A beautiful country and many fond memories :)

    Good luck with the laptop.

Sorry to hear that you can't get the best support there. That would just be awesome if you could!
