I want to get a 580m to upgrade my 460m. Can I use the 460m heat sink?

The heatsink will be the same, it's the x bracket you need to check

Yes you can move it from your old card to your new card, from my understanding it's held on by double sided tape, be very careful when taking it off not to damage your old card
