I am going to buy an M17x R3 soon, and I am buying my RAM from newegg. However, I am having trouble deciding between DDR3-1066 and DDR3-1333. The 1066 has lower latency of 7-7-7-20 vs the 1333 has a latency of 9-9-9-24. Does it really matter in the end? And can I buy memory in the configuration of 4x4gb for a total of 16gb?

Memory speeds make very little difference. It's best to just buy what's cheapest.
