So, I've been playing MW2 for a few weeks now, and I was thinking that I should be running it on ultra at pretty much solid 90fps (the default limit). So, I've been playing, and I am nowhere near this. 90 fps inside looking inside, then 40-80 outside depending on the map. So, is this right? Or is there something going on here? Running ATI 10.12, CAP 10.12, specs in sig.
(Before anyone asks, 'Why you still play mw2, black ops is out', I hate Black Ops it performs horribly on my comp and I find the weapon selection boring.)

The refresh rate of your monitor is 60hz ie maximum 60 fps, you should always run games with Vertical Sync turned on in the game settings. If vertical syc is off you will get screen tearing which personally makes me feel really sick.
Vertical sync will force the game to run at a constant 60fps which will result in a smoother image.
MW2 should run at a constant 60fps on your system, I used to get 60fps on my gtx 260m sli and your video cards are way better. What I can suggest is disabling AA in the game settings. This setting was bugged in COD 4 and MW2. If you want to use AA just force it through the catalyst contol centre. This resolved performance issues I was having with both of those games.
I am surprised you are having issues with Black Ops I was playing it last night on my system that is identical to yours with max settings and 4x AA and it runs fine didn't go under 60 fps. Maybe there is something on your system that is interfering with the game like antivrus or a firewall or perhaps there are no decent local servers? -
I get 60 FPS constant in multiplayer no matter what basically...

V-sync throws me off, I never use it. Trying AA now, thanks for telling me about that.
EDIT- meh, still bad fps on maps like highrise, estate, and similar
