Ok guys and girls I finally found the solution..

Press WinKey and type "regedit" > navigate to

    HKEY_LOCAL_MACHINE > SOFTWARE > Widcomm > BTConfig > General > KeyIndication

Change the value of "KeyIndication" from "0" to "1"

There are many misguiding querying users online that its dependent on the OSD or quickset like application but its actually a something to do with the Bluetooth software...Widcomm. I hope this helps many of you who may not be aware or have been silently searching for a solution.

Almostinsane, you are right...OSD was never for caps lock etc...I wonder why window never programmed it to be apart of its software. it helps while typing.
