I'm here to get an opinion on what do abut this issue.
I play an mmo called elsword, I wanted to get a better laptop to play it with hence I got a M17x R3 6990m with a crucial SSD.
Problem is I get stuck at 60fps regardless of the Vsync settings in the CCC from ATI.
I tried installing ATI TRAY TOOLS and the laptop crashes instantly as well as installed RadeonPro which works to disable VSYNC but the game security called XTRAP kicks in and stops the game. I used D3DOverider from Rivatuner and no luck either closest thing I got was RadeonPro but the game crashes shortly after.
I was thinking of getting a 120hz monitor to output it off the laptop to get past the 60fps limiter (will the connections to the new monitor display at 120hz?)
2nd thing I was thinking was buying a 580m since Nvidia control panel VSYNC option actually works. Does anyone know is thats possible or will I need a new motherboard?
Getting past 60fps in this game makes a big difference...
Any thoughts guys?

Please do NOT buy that Nvidia card just because of a vsync problem. If you have a 60hz monitor now, anything past 60fps would not display anyway. Maybe someone else can comment on this, but I think vsync will 'sync' to the monitor refresh rate. So 60hz = 60fps, and 120hz would = 120fps? That 6990M is plenty of GPU, trust me.

Make sure that your D3DOverider has both triple buffering and vsync enabled. I've never had any problems with it when I had a 6990m.

Does vsync work the way I suppose it does though? If he had it hooked to a 120hz monitor, it would cap the fps at 120, wouldn't it?

It will not disable and I get 60FPS regardless of it being enabled or "disabled"

That's what I want to know.
I know the 6990m is a beast of a GPU but I bought it to play the games I play past 60fps atleast.
I knew I should have went with the 3D monitor and 460M option -

Basically any gaming graphics card can almost always support the maximum refresh rate of the monitor. The monitor is always the "weak link" especially with most LCD panels. -
The 460M is about 40% weaker than the 6990m so It would have a hard time pushing even 30FPS on very demanding games.
If you have triple buffering enabled along with vsync, the way it works is no longer capping frames at multiples of your refresh rate. Instead it just makes sure that the frames change only when the refresh rate is changing so you don't get tearing.
My suggestion is for you to update your drivers perhaps? -

I'm not sure I understand why constant 60 FPS is an issue. You won't be able to discern anything higher, and you may get image tearing at higher frame rates without vsync. Again, there will be no visual difference between something at 60 FPS and something at 80 FPS, 100 FPS, or 500 FPS for that matter. Beyond around 40-50 Hz, (or lower, depending on which studies you believe) the human eye/brain can no longer discern the individual frames.
My guess is the game is hardcoded to use vsync all the time. -

I never bothered to ask, but what game(s) are you having this issue with? I have run into games that have had the issue you're having, and I have also had games that would NOT use vsync no matter what settings I had enabled or what 3rd party program I had running in the background. Sometimes, there is literally nothing you can do about it. Capped at, and always running 60fps is a good 'problem' to have.
I must agree. Getting the 6990M over the 460M was a good idea. -

I bought a LG 2363D (120Hz monitor) just to see if that can fix the problem but now I am beginning to think the 6990M was never meant to go past 60hz.
I used powerstrip and I can't even force a 120hz from the monitor from there even though it says that the monitor supports the 120hz
The CCC (11.9) and Windows can't push the monitor past 60hz at the native 1920x1080 but it can push 75hz at a much lower resolution.
Is there a spec sheet from AMD somewhere that shows all the resolutions and refresh rates that the 6990m supports?

If 120 Hz was that important to you, then you should've bought the 580m and the 120 Hz screen for ~$600 more. There was nothing anywhere from Dell stating that the 6990m could output 120 Hz in this configuration (it technically can since the AMD specs states it supports 3D out, just not Dell's version or not in this laptop).
As I've said before though, I can't believe you'd consider spending all this money and go to all this trouble to get extra frames that you can't even see. Plus, in most newer games you will be much closer to 60 FPS (or below) than 120 FPS so it's a complete waste from that perspective. -

Did you install an .inf file for your LG monitor so that Windows knows what refresh rates and resolutions it supports? Otherwise, it will probably treat it as a generic PnP monitor with a 60Mhz refresh rate, which will of course limit the 6990M output settings to those same parameters.

Yeah the .INF is installed it shows up correctly on my device manager.
I even bought a VGA-DVI adapter to use the RGB port and no luck as well as
used a HDMI 1.4a cable & HDMI-DVI cable all windows and the CCC see is 59-60Hz
I called Dell and they will take back the M17x R3 with the 6990M and I'll pay the re-stock fee and just get me the one with the 3D monitor built-in to make sure I can do that stuff from opening the lid.
It will be a weaker GPU but it will do what I need it to do. I rather have Dodge Charger than can go 120mph than a BMW M3 that has a governor of 59-60mph
ATI has a good card but it's just not working for what I want to do. -
