How well do these programs/would this programs work with a 2720qm and a 6970m? Anybody getting 1080p running smoothly in either emulator? i am able to do fairly well with the Q9100/9600M GT, so I am assuming a 2720qm/6970m would be a huge leap forward

I can't comment on a 2720QM / 6970M however I've found PCSX2 to be pretty good for the games I've played on a 820QM/5870 Crossfire.
Also, as I understand it - performance of these emulators is directly attributable to raw processing power and they aren't really optimised for dual/quad core systems. Video card specs also don't make a huge difference apparently.
You may also need to tweak settings game to game to determine what works best. The only issue I had was with audio skipping/popping/sync - again, directly attributable to CPU. FFXII upscaled very nicely and played almost flawlessly on my m17xR2 - thoughts/settings at link below.

Not 100% smooth with games like God of War 2 and Valkyrie 2. Some games play well, others don't.
This on a 920XM and 5870 crossfire.
I can't say I'm satisfied with PCSX2. The dual core limits make performance subpar. It can be playable though, with some minor tweaks, but you are forced to use speed hacks.
For the PCSX2 you would be better off with a dual core processor with 4GHZ. The GPU doesn't matter much. -
Newer Sandy bridge cpus automatically become a fast dual cores and they are much better than 920xm (920xm can overclock 4 cores really well but 2720QM at Dual speed beat it by a lot of course this is about programs that only use dual cores) -
CPU speed is important but don't forget that the code of the emulator also has a huge impact i.e the more accurate the emulation the less speed you will get.
I find the Sandybridge 2630qm to give me a huge boost in overall emulation performance compared to my old i7 820QM with some games that were previously too slow with the same settings to be playable now, for example Shadow Of The Collosus which was previously only playable with cycle stealing.
I also notice improved DS emulation and a frame rate boost in God Of War although at 45 fps, it is still not full speed unless you use cycle stealing. The GPU is not really important but I won't deny how beautiful it is to play PS2 games at 1920x1080 resolutions. Metroid Prime which was unplayable on my i7 820qm is now playable as well. -

with pcsx 2 use f4 to remove fps limit, you can also edit the fps limit ofr ntsc / pal games

metroid prime is incredibly difficult to emulate. its the "benchmark" for any system. It runs at around 70% on my Q9100, i would hope that a 2720qm would get me up to the 90% range.

There is a whoooole lot of work needed to be done to Dolphin. It is the code that stops many computers from running the games 100%, not the hardware

I played SSBB last night on Dolphin and it ran completely smooth. No drop in frames. Very fun as well with another person.

Last nite played NSMB wii with my gf (2player co-op) in windowed mode and it ran at ~45-55fps, which isn't bad at all. In fullscreen (1080p), fps will drop to like 40 and seems really slow though.
EDIT: Just ran mvc2 and raiden3 on pcsx2. Both run at 60fps. Gotta get hands on other games though to test out the max capability. But for those 2 games, it was like 4% cpu usage.K gnite
