Ok, I know I was able to disable this lock on the M17x R3 and M17x R4, and the M18x R2, but now apparently, I can't do that anymore through XTU, and MSR 0xE2 is locked so I can't change C-states manually. Has anybody been able to overcome that?

Hint: use throttlestop, check the C-state button (should be like C7s), and click on it. If the "package C state" option is greyed out, that means MSR 0xE2 is locked........which is bullocks on a system like this. I would happily trade my rig for a M17x R4 or M18x R2 at this point.....

I have a Alienware 17 R1, that I would happily trade you barebones for barebones. You have a lot of nice parts that can easily swap into my R1.
