Starting to run out of option to correct issues with new (from outlet) system.
Issues include:
Gaming is impossible due to low frame rates
All Benchmarks are coming back under half of what they should be.
At times my CPU will shot up to 100 percent load when at idle.
Windows Index has never rated CPU over 5.
Adjustments made to correct: Install new drivers and verify the GPU is active over the Intel HD. Adjust GPU settings to default (I have use about every setting you can imagine), Fresh windows install with drivers installed in Order suggested by Batboy.
Wanna make sure there isnt something minor im missing. Never had any experience with bad hardware but starting to think this may be the case.

Thats exactly what I figured (the 6970m is recognized but the test but doesnt appear to be kicking in). Even the GPU doesnt crank up like one would expect. I even tried running the same test with the Intel only and same results. Had issues switching between GPU and Intel but a clean install fixed that.
Hard drive is 5400 speed but that shouldnt factor in I would think. -
Seems Wireless listed on invoice is not the actual one in system. Performance was related to inability to update Windows Net 4.0 upgrades.
Performance back up and running thanks to Dell support.
Now only if I could get a support representative to fix the hump in my keyboard. -
Ok I have confirmed that my CPU is not working properly. Already checking all drivers. CPU-Z shows clock speed of 801 with all core's active. Anything minor anything can think of before I have to call Dell?
All CPU benchmarks come back with off numbers. (GPU runs fine)
Clean install was done twice with correct drivers installed.
CPU fan not kicking on in Civ 5 (From what I have read a CPU heavy game).
Temperatures never reaching over 57 C after 2 hour of gaming.
What can be the ultimate cause for this? Bad CPU? -
Have you tried resetting your BIOS to defaults?
A popular suggestion for such issues is this as well: Remove all power from your system. What this consists of is removing the power cable, pulling the battery out and opening the system to remove the BIOS battery. Once all of those batteries are out, press and hold the power button for at least 30 seconds to ensure everything is discharged. Replace all the batteries and the power cable, Boot.
This will completely reset the entire hardware of the system to ensure proper recognition of its components. -

Verify that EIST (Intel Speedstep) is enabled in the BIOS.

EIST was enabled. Complete power drain didnt fix issue.
CPU fan does startup up in BIOS screen but under load it never turns on.
Thanks for all the help. Off to call Dell.
System ended up getting replaced. End problem was bad CPU and Motherboard.
