Hello,
I currently have ONE HDD (250gb 7200rpm). And I will be upgrading to TWO HDD in RAID 0 (2x 750gb 7200rpm).
My question is can i install all the programs and os into my 250gb right now and somehow clone it to the RAID 0 setup 1.5tb???
I just dont want to reinstall all the os and programs once again once I get my two hdds.
Please let me know! thanks!

You should be able to, I believe. All you'll need to do is create the RAID, and it'll act as one big hard drive to your computer. Then, you'll just need a disk copy utility like the ones found on Ultimate Boot CD - Overview (personal favorite tool) under the hard drive cloning options.
I've used HDClone and it works very well, but it is pretty slow (since it is the free version).
EDIT: suppose it goes without saying, but you'll probably want to put the two hard drives in RAID then have the 250GB in an external enclosure of some type. -

So essentially I need to clone from my 250gb to my 1.5tb, but I can do that when there is no os installed in the 1.5tb?? I mean like I wont be able to run the softwares u mentioned in the first place since I wont be able to boot the laptop with 1.5tb in RAID setup (since I would not have installed the os)
Any thoughts on this? -
Problem is you need to have raid drivers installed to clone to the raid setup otherwise you'll Bsod. You'll probably need to do a fresh install bud. Don't get too comfy. For me I never had luck taking my single drive setup to raid 0
Beer+smartphone =bad. Others May be right. If you do it as raid ib the bios you may be able to do it. Never tried it. Always done ahci with a single drive.
