When you uninstall AMD Catalyst Install Manager through Control Panel> Uninstall a Program, it should remove all ATI drivers and apps, including CCC. Select Express Uninstall ALL AMD Software (bottom selection) when the option is presented and then remove Install Manager when asked.
However, if you are trying to install the Cat 11.10 Preview drivers, they need to be installed over the default Dell drivers (July or August set, as applicable), so you don't want to uninstall anything unless other reference drivers have been previously installed. Not sure of your purpose here and don't want to lead you astray. -
so 11.10 don't need a clean install? just install it over the dell drive?

It's par for the course.
To use more recent AMD reference drivers, you have to install them over the Dell default drivers. The Dell drivers include the drivers for the Intel IGP, but the reference drivers do not, so you have to continue using the Intel drivers from the original Dell set. Sometimes, the newer versions (at least the WHQL versions) will install and function cleanly, but often they do not. One workaround that usually works is to use Custom Install for the new drivers and do not install the newer version of CCC.
I had to reinstall drivers from scratch several times this weekend. Most often, when first installing the 11.10 Preview drivers over the Dell drivers, I would get a BSOD part way through the installation (set to Custom,all except CCC). Upon reboot, it would boot into VGA screen with a notice that it was unable to find a valid driver for the AMD card. Checking Device Manager revealed that the 11.10 display drivers were installed, but did not have a valid digital signature. At that point, I would reboot, tap F8 at the boot screen to access the boot options, select (highlight) disable driver digital signature enforcement and boot. It would then boot cleanly with the 11.10 drivers, but the installation was not complete because of the prior BSOD. So, I would run setup again to start Install Manager and repeat the installation effort (Custom, all except CCC). The second time everything would install normally (if asked whether to install an unsigned driver, agree and proceed), except that when it finished, it did not ask whether to reboot to complete the process. I would then shutdown. Upon restart, it booted normally, all of the 11.10 drivers and apps except CCC were installed, the CCC from the July/August Dell driver set remained in place and switchable graphics was and remains fully functional. It should work the same for you. It is a PITA and requires some patience, but it will work in the end. Good luck. -

when i installed the 11.9 betas, all i did was uninstall the 11.8 official drivers in the control panel. The computer rebooted in some horid resolution using the default Microsoft Drivers.
Then i installed the beta. It all went smooth -

Very cool. We need to figure out what you're doing that the rest of us aren't. How about walking us through your installation procedure in detail from the point where you have the Dell default driver set installed and are ready to install a new reference driver set, like the 11.9's or 11.10 Previews. The one thing i did was i installed the 11.7 official drivers from AMD shortly after i got my SSD installed. The dell default drivers were not on my computer.
I went from Microsoft default drivers to official AMD 11.7's downloaded from AMD
I then installed the official 11.8's when they became available. Again downloaded from AMD. I didn't do anything special. I didn't even uninstall the 11.7s. Just clicked on the exe and off it went.

this time, i went into the control panel and uninstalled the "Display Driver". i didn't uninstall anything else. I believe there were 2 references to AMD in the uninstall list.
When the computer rebooted, it was using the default Microsoft driver at 640x480 or some stupidly large resolution. I just double clicked on that file i downloaded from guru3d...it rebooted and that was that. -
