Yesterday I had my GPU and motherboard replaced from a mouse problem, and all was working fine right after it got replaced, but today I turn it on and Windows keeps on annoying me about "Your computer's performance is slow" message and doing anything is slow. Even my Windows Experience Index for the processor went from 7.3 or 7.4 down to 4.6.
Then I look at CPU-Z and see that even when I have the CPU usage at 100% (from a stress test) the Core Speed stays at a constant 797.4 - .5 MHz and doesn't even go up when I go into a game. (Screenshot below)

If anyone has a solution to this please help me because its making everything go slow (just typing this took a long time) :(

Make sure the bios is updated to the latest version. This problem is usually bios related. Also go into the Control Panel - Power Options and make sure the Maximum processor state is set to 100%.

If that doesn't fix it then run ThrottleStop and it will probably get you back up to full speed very quickly. It will also show you your core temperature. If the tech didn't install the heatsink correctly then it's possible that it is over heating and throttling but probably not.

unclewebb, Thank you so much!!! I have the latest bios, and the Maximum Processor State was at 100%, so I ran ThrottleStop and now the processor clocks up and my R3 is running great again!!!! :D

Running ThrottleStop fixed the problem until after I restarted the computer, and now the processor is stuck at the slow 797 MHz again :(

Could there be a setting in ThrottleStop that I could change, or will I have to start ThrottleStop each time I turn on the computer?

Set your Power Plan to High Performance while plugged into the wall. Then run Throttlestop and check if the processor is clocking up and down.

I ran dolphin to check lolz. Also get the convenience of knowing if it clocks up to 3ghz LOLZ.

I have my Power plan set to high performance, and the processor doesn't clock up and down until I open up ThrottleStop after every restart.

Interesting, what happens when you set it to Balanced? Does it clock up as it should?

Also, how do you know it's not clocking up? What are you using to measure it?

Try reflashing your bios. Since it was a replacement mobo it could be running an older bios or just could've had a bad flash. Recommend the newest version, which I think is a04.

Do you have SpeedStep / EIST enabled in the bios? The problem you have is usually a bios issue so trying to do a reflash as inap suggested or reloading the default bios values is a good idea.

The register that controls the multiplier is getting stuck at 7 when you boot up. Running ThrottleStop resets this register to the appropriate value for your CPU. After you reboot, this register will get reset to 7 again and you will have to run ThrottleStop each time to correct this problem. It's easy enough to add ThrottleStop to your startup sequence. When minimized to the system tray, it consumes next to nothing for CPU resources. If you want it to correct this problem and then immediately exit ThrottleStop, use the ExitTime=5 INI option and ThrottleStop will quietly exit 5 seconds after it gets your CPU back up to full speed.

When I have it set to Balanced, it still doesn't clock up. I use CPU-Z to see if its clocking up or not.

Yes, I have SpeedStep enabled in the bios, but I'm not sure where to find the EIST setting. I reflashed the bios and loaded defaults and tried it again, but it still wouldn't clock up until I opened ThrottleStop.

Right now I have ThrottleStop opening up every time I start the computer and it clocks up normally. :D

Thank you again unclewebb!!! And thank you inap for suggesting a bios reflash!!!

EIST and SpeedStep are the same thing. Enhanced Intel SpeedStep® Technology

I'm not sure why this problem happens but you're not alone. I've heard about this issue on a variety of different computers; laptops and desktops. ThrottleStop is usually a simple fix but if you just had your board replaced, why not call Dell and ask them to do it again. Before the Tech leaves you'll know what to look for now to make sure it is working correctly.

Ya, I will call them later and see if they can replace it again. Also, I don't think the processor not clocking up is the only problem w/ this motherboard, because after the motherboard replacement the lights that show if the Num, Scroll, and Caps lock are on or off don't work anymore. (I think they are integrated into the motherboard, but not 100% sure)

I just called alienware tech support about this problem again today, because I was supposed to get a call from their Level 3 about it on Monday, but I never got a call from them.

The tech that I was connected to today said that instead of replacing more and more parts on my computer, they would send me a brand new replacement computer instead (I was told that it would NOT be a refurb). :D

I hope that this replacement R3 will be better than this one! :D And for everyone that has helped me, Thank you very much!! :D

If your computer comes and you think it's refurbished, call them and complain some more, and make them give you something free. When you get asked for photos, tell them you have no camera, and there's no point since you strongly believe that it's a refurb. Then complain and say you want to get a refund even if you're beyond the 21-day cuz you've wasted lots of time waiting and taking aspirin.

I also have just recently encountered this problem on my Sager NP8150.

The CPU temps are for sure not high enough to cause throttling (40ish degrees C), and just loading throttlestop without doing anything brought the clocks back to 2400ish (monitored using HWinfo).

I did not have this problem in the past, and am confused as to how it started ...

I just called them and I got connected to a woman, and for some reason I couldn't demand anything. :( I tried for a refund, but she said no and said the only thing she could do was to replace the screen, media bar, and the palm rest.

I have a picture of the media bar scratches, but for some reason the scratches on the back of the screen disappeared??

I should call them tomorrow and have them send me a different NEW computer instead of sending a tech to open up the computer and possibly mess something up (The first ever tech that came blew up the motherboard from a optical drive replacement because a dvd got stuck on a week old R1)

She did have a nice voice, :D and in my head I was like "They actually have women at their tech support!?!?!" because after alot of calls I've given them over the last 1¾ years she is the only woman that I've had

Your version of CPU-Z is ancient so at least update that so it can properly recognize your CPU.

    http://www.cpuid.com/softwares/cpu-z.html

If it still shows 2 Cores and 4 Threads then you need to go into msconfig and open up the Boot - Advanced Options and uncheck the number of processors box and reboot and see if that helps.

If you have any of the clocking up problems then try using ThrottleStop.

The tech came out today to replace the parts, and they didn't even send out all the right parts!! They even tried to upgrade my screen because they had some kind of back order on them, but I already have the 1080p screen, and that upgraded screen didn't work.

Right now I'm on the phone with tech support and they say I'm going get a full refund for the price I payed for my R1 ($3900) and when the money gets refunded he will call me back and configure a new computer with me. :D

EDIT: It was just about finalized and then the stupid tech just hung up on me and now I might not get that good deal!
EDIT2: Called again and the 2nd tech hung up on me! Do they not like me calling them?
