I have 8GBs of ram, over 5GB of it is listed as Cached and only 1.3GB is showing as free. Is this normal?

Sounds normal to me. If you wait long enough the 1.3gb free may even go down to 0. It just the way it works. It’s a good thing though, it means commonly used programs can startup faster. Windows will free up memory if a program needs it.
