So I reinstalled Windows, installed my ATI drivers & CCC. BUT CCC will not give me the option to run CrossfireX. I opened up Device Manager and one of my ATI Mobility Radeon HD 4870s is not responding to windows. (I've reinstalled the drivers / CCC like 5 times, still won't work).

drivers need to be installed. did you install the drivers in the correct sequence? windows doesn't have all the required drivers and the 4870 drivers that it loads are generic ati drivers. you should never rely on Windows to provide drivers for your devices. even if it does load drivers you should always update the drivers with the correct drivers from the manufacturer.
if you installed the CCC drivers before the chipset then this will happen. also the other items you posted your acrimonious "?" by are just devices that you need to install drivers for. if you don't have experience installing a OS then i guess you should seek advice before doing it. i would recommend flushing this install down the toilet, and starting new. install the chipset first, then the ATI drivers. there is a list that will help you if you use the search function
