    Good Evening,

I have an issue with my R3 where my sounds and video will lock up for 1-2 seconds every so often. I kind of makes a stuttering sound and then goes back to normal. I have noticed it while gaming and also while surfing you tube or listening to music. Does anyone know what might be causing this issue?

    Thanks

Try disabling all non-Microsoft services for a clean boot and see if it behaves the same way in safe mode.

If it doesn't do it while on safe mode with no services, try a system restore, and boot regularly. If the issue persists I'd go for a clean OS reinstallation.

If it does that when listening to music, it could be the OS codecs. If it only stutters with video, then the GPU drivers could be at fault, but you state is does that with sound too, yes. Do what Luis said and try disabling all Non-Microsoft services (Clean Boot) and see if that eliminates the stutter. If it does, the one of the background programs or services is interfering with audio/video playback. Then you get to re-enable them, one by one, checking each time with playing a music file to see which one is causing the stuttering. If the stuttering persists while under Clean Boot, then you can try downloading a third-party codecs pack and see if that helps. The one I use is K-Lite Codecs. You just download the full package and install.
