This has a been an ongoing problem for several months, and at first I thought it was simply Comcasts service. One thing that I did notice however, is that while in games, when I had lag spikes ( as depicted by an increase in latency ), my roommate who was wired into the router playing the exact same game did not. At one point this led me to believe that my WNIC was the issue and so I used an Ethernet cable to my laptop to see if that would fix the issue. It did not. Since then I have moved half way across the world ( from ABQ, NM, to the UK ), and I am still having this same issue using completely different hardware for internet. The games I notice it most in is League of Legends and Diablo 3, where both will show my latency skyrocket from time to time. So, Im at the quite obvious conclusion that something is wrong with my computer, but I am not sure what. Ive tried updating network drivers, closing programs, updating the BIOS and so far nothing has helped my problem. Ive downloaded LatencyMon as I figure that is a decent place to start, but Im not really sure how or where to proceed with the results. Screenshots are posted

Edit: The system I am using is an M17xR4 with an i7-3610QM, AMD 7970M, Samsung 840 256GB Pro SSD, Crucial M4 256GB Msata, 320GB HDD, 16GB DDR3 RAM, Windows 7 HP

Anyone have any idea what could be causing my latency or where to begin?
