When we are talking about loading problems, but low CPU usage it usually points to the hard drive malfunctioning yes.

Yes they can and will replace it. And how can you prove it? That's tricky .. You'd just have to call them and make them believe it is .. By telling them your symptoms and why it isn't something else. Also you could run the pre boot test on the computer. The bios test that tests the key components to test which ones are faulty.

You might get lucky with the diagnostics. F12 @ boot if I recall correctly. It will generate a code if any part of the SSD fails testing, and it does give it a bashing.

I had this and just a call with the code and a new SSD was dispatched :D

Otherwise you may have to rule out any software/OS issues. Depends on if they can see the problem, but if there is no hardware problem showing a rollback to factory may be their starting point (usually frustrating and pointless but it happens). Get your backups up-to-date ;).

check your ram usage as well. my buddies r3 had a similar issue, but I gave him some spare RAM I had laying around and reinstalled windows 7 and it fixed the problem. Might be worth a look. ;)

The F12 diagnosis could provide a HDD error, that would be all you need to have it replaced. Here is an article about the ePSA.
