    scroll lock/numlock blinking

    tech person indicated that my mobo is bad

    this is my second dell laptop and second mobo problem what gives

    That has something to do with either (a) the keyboard connector(s), or (b) the LCD connectors. Have any of those items been messed with lately?

    Yup,exactly even if it seems that your LCD is working properly the cable might need reseating.After doing that do a power drain.
    I'd look into that first before saying it's a bad mobo.
    Run a diagnostic: when turning on your laptop press F12 multiple times (i think,anyway the other one not the F2) and choose diagnostics. Let that run and it will tell you(beep) if one of the cables/ribbons is badly seated.
