cant install command centre

specs: Alienware M17x R3
Long story short, my laptop hard drive got replaced and everything reinstalled including command centre.
for some reason i couldn't use the side of my mouse track pad to scroll up and down pages and was bugging me.

i noticed my command centre didn't have alien touch as an option so i tried to uninstall it using this post How to uninstall and reinstall the Alienware Command Center? | Dell Montserrat
i got to step 13 but for some reason i cannot find the folders that the post wants me to edit/delete.

i downloaded and tried to reinstall command centre but it pops up failed and gives me this log

Try deleting the command center from the control panel only and forget about the folders. Once that's done, reinstall the command center from our main support site.

 

i cant seem to find the right version of the software to install. ive tried a couple of downloads (some from the official site) but they all say that the software is not compatible. would there be a link to the software that would be compatible?
