hing keeps poping when closing the screen causing the screen to slide.

Call Dell and get them to replace it before it gets worse. Thats assuming you have a warranty.

because it fell.on concrete but its the opposite.side that is messed up. The damage is on the right side left hinge is the problem

So the damage was caused by the impact with the ground.
If you don't have accidental coverage, warranty won't cover it.
Can you post some pictures? You'll have to change some chassis parts and/or the affected hinge.
What model is it?
Also be careful with it now not to separate the screen from the body too much, the wires might break. -
Do you have the complete care/advanced warranty? If so that covers accidental damage.

I only have technical warranty, though I will argue the hinge issue hinges have been loose since I got it

Hinges being loose/crooked is 99% of the time physical damage which unless you have an accidental damage warranty, a standard warrant does not cover. The 1% is a known recall for hinges (aka M11x).
