Ok, for the future, please post your configuration, it will be easier to troublshoot.

A cooling pad may help with temperatures, but just start with rising the back of the machine, it will help quite a bit with temperatures (bottle caps, books...your choice).

Have you ever cleaned your heatsink fins or did a repaste? For cleaning i mean removing them and actually throughly cleaning them, not just spray air on the airintakes.

Edit: if you want to buy a laptop cooler, from personal experience i sugest you the Notepal U3.

Throttling could be a number of reasons. First try to prop up the back of the laptop by 1 inch or so. check if the temperatures improve, since is the cheapest way. If you get an improvement by doing so, then head for a laptop cooler purchase. Also, how is your CPU temperature? throttling may come from GPU or from CPU (or both in the worst case).

well apparently i put him on book and launched battlefield 3 played for a bit and throttling didn't camed so it's definitely temperature issue

Just to be sure, use HWinfo to monitor your temperatures. I know from experience that BF3 is somewhat heavy on the CPU. I could be wrong, but it may be CPU throttling.

I also recommend the notepal U3, your problem seems to be not enough air getting in from bottom, guessing you play on your bed or something that blocks the vents
