I downloaded and installed CPU-Z version 1.56 tonight and ran it. The program is telling me that the core speed of my qx9300 is about 1600 MHz. I rebooted the system and ran CPU-Z again. I noticed the core speed start out at 2530 MHz and then drop to 1600 MHz again. The only other tool I have to check is the Intel Processor Utility and it is reporting all cores at 2.53 GHz. Bus speed measurements are the same between the 2 utilities--everything else is consistent. I then overclocked the CPU and I got the same results. CPU-Z briefly stated the core speed being 2930 MHz and then dropped to 1600 MHz and remained there. I uninstalled CPU-Z and installed an older version only to get the same results. Honestly, I expect I would notice 1600 MHz being slower but the old m17x seems as fast as the first day I used it. Any thoughts?

I only know a decent amount about the i processors, but I would assume its the same thing here. The cpu should just be downclocking it self while idle to conserve power.

If you don't like your CPU dropping down at idle then go into the Control Panel -> Power Options and set your Minimum processor state to 100%. Letting the cores idle down was important on the original 65nm CPUs but not as important on the 45nm CPUs like your QX9300.
Your best bet is to download ThrottleStop from my sig, right click on it and unlock your CPU so you can increase the multiplier and make your laptop come alive. Head to this thread for some more info.
