Have you tried installing the driver again? From the Dell resource disk?

On my R3 I had to play with the system. Installing new RAM, under the keyboard. I took a lot of it apart per the manual. I was worried I didnt reinstall the connector in the correct spot on the motherboard myself. Then I got an updated BIOS ROM and flashed it. Suddenly the camera started working again and it works great now.

Maybe you could try resetting your BIOS to defaults?
