I have a good idea cause I have seen something like it before. It appears to be a SLI/GPU usage gauge.

What is the specs of your laptop?

if you go to options or something at the top of the nvidia control panel (drop down list)

should be a 'show sli indicators' basically the larger the green bar, the more benefit you are getting from SLi
