Recently I updated my bios from A12 to A13, and after the upgrade my gpu's memory clock is locked at 2506Hz. I'm using prema's vbios, so technically the memory clock should be 2905Hz, and it was 2905Hz when I was on A12. I tried a few different version of vbios, but nothing can make it go over 2506Hz, and rolling back to A12 didn't fix this neither.
Any idea how did this happened or how to fix this is deeply appreciated.
    Cheers.

Did you try through NVinspector? Another vBios?
Come to think of it, I also think my throttling problems occurred as soon as I updated the Bios from A12 to A13.

Yes and yes. I got the number from NVinspector, and other version of vbios didn't change the memory clock neither
