Is it possible when you installed 2nd GPU, you accidentally dislodged CPU. Maybe repasteing will help. Also check CPU fan make sure it's working.

its working fine just running 5C+ hotter than it did before, so its hitting throttling limits

lowered multipliers to 45/45/43/43 ... i could try re-pasting but idk if that is the problem because i pasted the GPU's the same exact way and they are running great

can anyone give suggestions on re-pasting liquid ultra? is it going to be liquid when i take it apart or solid metal? should i take the old stuff off or just add more?

cpu is overheating pretty bad idk if it's because of the 2nd gpu or not but it sure seems worse now that i put it in

Wipe it down so that everything is removed from heat sink and CPU. Place a thin layer of the paste on the CPU and the heat sink. Perhaps turn off over clock to stabilize CPU temps and if it does stabilize gradually go back up

I'd avoid putting paste on both surfaces as that is asking for air bubbles, the pea/line method are best.

Pea line method does not work for me when using liquid ultra. I paint a thin layer on the CPU and heatsink. That works for me.

I still had better luck with a pea on mine but it can vary on the heatsink mating I suppose.
