Guys and gals I have noticed something about my system and have not found any information saying this is normal, bad, or either. My CPU is currently stuck at 3.5GHz and after running HWinfo64 for a bit it seems the CPU did not change at all. I do not have any over clocking running from BIOS and do not have Throttlestop installed (never was). I am still learning the Ivy Bridge CPUs and really have not idea what do. I have flashed my BIOS, performed a power drain, and made sure all overclocking features were disabled in BIOS. Is this normal? Will this hurt my CPU?

I believe your machine is functioning correctly for stock bios settings. That boost clock of 3.5 on 4 cores (not 1) is what it should be doing .

Are other values in HWiNFO64 changing? Maybe HWiNFO64 itself is freezing up. If so, be sure to disable EC support after killing it with Task Manager and relaunching.

Hwinfo is running fine, the fan speed and temps are changing in real time. I did find out 3.5GHz is the Turbo mode speed for all 4 cores at once.

Do you have an unlocked BIOS? If so, check your c-states setting. If that is disabled, the machine is doing exactly what you are asking it to do. In fact, I set mine, on purpose, to behave this way. I don't like the CPU downclocking to save power when it is not under load. I wish my Clevo had a way to disable c-states like my Alienware. If you are running ThrottleStop and have the C1E box unchecked, this will accomplish the same purpose (preventing the CPU from downclocking). If you add the check box, it should slow down at idle.

If none of the above applies to your situation, then something in Windows, an application, or even malware, is causing the CPU clocks to go into turbo boost clock speeds.
