Those of you who have BF3 running well, how did you accomplish that? I've gone back to the older threads and tried everything I could find. Still, my FPS hovers around 16-22.
I've got my processor OC'd, EVGA OC'd GPU, TS, Gamebooster, etc.
I've also got this saved as user.cfg in my BF3 folder:

WorldRender.SpotLightShadowmapResolution 256

Even at low res, with all low settings, my FPS still stays in that range.
Is there anything else I can do to improve my performance?

Did you install DirectX that came with BF3? (Battlefield 3\__Installer\directx\redist\DXSETUP.EXE)
Also set maximum prerendered frames to 0 at nvidia CP.
And install latest nvidia drivers (though I'm pretty sure you did it already). -
I haven't done any special settings with my comp.
I have it set to the lowest possible settings in bf3. I ave around 27-30 FPS. I don't play in fullscreen mode which is where you lose a lot of FPS.
I instead play in windowed mode and make the browser just a little bit smaller than the full screen size and I have no problems playing the game.
Oh I do use Throttle Stop and OC at 158Mhz FSB. -
Using Nvidia driver 285.79
MSI OC at 545/1305/861
CPU OC at 166Mhz
Settings are:
Textures: Ultra
Shadows: Medium
Effects: Low
Mesh: Medium
Terrain Quality: Medium
AA: none
AA Post: Low
Motion Blur: Off
AF: 4x
AO: SSAO
And, much to my amazement, I'm consistently getting an average of 30 FPS, the usual range being around 27-40 (measured with BF3's console command). -
Tried all the above suggestions, still runs like crap unfortunately.
ZeroCell when I tried using those settings it dragged my performance all the way down to 5-15fps.
Should I just reinstall Windows at this point? It seems like a lot of work for something that may not do a bit of difference. -
Post a screen shot of how you have TS setup and what Force TDP/TDC setting are you using and also, what TDP/TDC settings?

Did you try complete a clean reinstall of Nvidia drivers? With safe mode booting, wiping all of nvidia video driver associated files and stuff like that? There are quite a few guides how to do it properly.

Force TDP/TDC is set to 8.
wPrime score is consistent at around 35-36sec for 32M with throttlestop. -
when you are playing have you checked EVGA to see your GPU usage? could it be downclocking from your OC? I know when I play skyrim I have to bring my GPU OC down to play and can crank it up for Just Cause 2

With a 640UM, I think your wPrime times should be a lot quicker. When using ThrottleStop, I prefer to check the Set Multiplier box and have that set to Turbo. With wPrime running, what sort of multipliers is ThrottleStop showing? Run a log file if you can and post or send me that.

I found out that Intel Speedstep was disabled in the BIOS. I re-enabled it, and my wPrime scores have improved to about 25-27!
Deadboy, my GPU usage is at 100% when I'm in BF3.
My fps has increased marginally, and varies alot depending on how much scenery is around. I'm probably getting an average of 17-18. Is this about what I should be expecting?
I'll try checking the set multiplier box. -
And it's not downclocking to 405/810/3xx correct? If your gpu usage is at 100 then it's likely that the gpu is your bottleneck, the only thing I can suggest is OC it as much as possible and play on low. I have the same problem with the witcher 2.
