Why is core speed keep going from 2300mhz then back down to 700mhz even when it is on high performance. The min clock and max clock are both set at 100% max performance. Same thing on AlienFusion both min and max are 100%.

Second issue, on CPU-Z memory tab, It says 4 slots, and 2gb ram on slot 1 and 2gb ram on slot 3, and slot 2 and 4 in grey. Both 2gb of ram have same brand Hynix and speed but on memory tab, the dual channel mode is empty and grey

Mobile processors are not designed to run at full speed when idle. This can not be controlled with the min processor setting in the Control Panel - Power Options. Even at Min = 100%, Core i CPUs still try to idle down.

CPU-Z is designed to be a MHz validation tool. It sacrifices some accuracy when a CPU is lightly loaded so that it provides a more consistent validation number. If you want a clear view of exactly what speed each thread of your CPU is running at then try using ThrottleStop in monitoring mode.
