How do I overclock my cpu to 1.73?

Press F2 on boot to enter BIOS and navigate to the Advanced tab. There, enable the Overclock option. Note, this will give 1.6Ghz not 1.73Ghz as some programs will misread the clockspeed.

afaik you cant get 1.73.
EDIT: unless you do the PLL pinmod.

It shows 1.30ghz, 1.73ghz. Can I make it higher than that?

It only overclocks one of the cores, I believe. So if you did it through the BIOS, no.

It overclocks both cores. Use CPUZ to check by right clicking the clockspeed in the bottom left and selecting core 1. That is the second core and it will show 1.6Ghz. -

There are many threads about it, when you ask for 1.73ghz, what happens is something like a BSEL mod and since you have an intel chipset the multi and voltage become locked to the lowest setting (6x).
So you get 6 x 266mhz = 1596mhz.
If you want anything higher, you need to do a pinmod (a bit hard but might be worth it if you can get to around 2ghz).
I think dell does not advertise the R1 as 1.73ghz anymore, because it's incorrect info.
WEI does not tell you the real frequency, it thinks you can still have the default multi for the CPU (6.5) but it's not true. -

Let's say one overclocks, and then the laptop needs to be services ...will the tech notice and if he/she does, cut off warranty support, or do they just not care if you do?

Dell supports the BIOS overclock, so they don't care, the most they'll do is ask you to disable it for stability purposes. The pinmod overclock will void the warranty.

Almost the same as mine.

That's normal. It means you overclocked to 1.6Ghz. Windows says 1.3Ghz as that is the stock clock and 1.73Ghz as that is the incorrect clockspeed reading. CPU-Z shows the correct clockspeed at 1.6Ghz.

I did 3Dmark 06.. When I saw the result it says CPU Clockspeed: 1.7XXX....

Yes, the correct reading is 1.6Ghz on both cores.
The reason for this is that in Overclock mode, we lose the 6.5 multiplier and it is replaced by a 6 multiplier (6x266=1600mhz). Many applications presume the CPU is running at the highest multiplier so they misread it as 1.73Ghz. -
