Well, does the hdd spin up?

If it does, just buy a external hdd case. That will allow you to access most of the files with a single usb plug.

I got a docking station that holds either a 2.5 or 3.5 hdd, powers it, and hooks ups to my computer via USB.

    Yes, it spins.

When I connect it to a computer windows recognizes it as a hard drive but says its not accessible and that access is denied.

does it make clicky noises much when its spinning?(then the needle is screwed, doubt you can recover anything)

If not check partition tables on, could be that just a partition if messed up or something... Though from my experience its more work to fix it than it is actually worth it... I am not an expert in dealing with software like that, so hopefully someone else might step in if the USB enclosure plan doesnt work well

Try it booted from a Linux system. If you don't have one, boot to a Linux Mint bootable USB stick and try that.
