    I just went through this issue and couple things is i tried opening ports and that did not fix it and what ultimately took care of it was putting the laptop IP address on a DMZ that way it is not subject to any router firewall. Look up how to setup DMZ for your router and how to set it up for certain IP address and you will need to assign a static ip address to your laptop. Also make sure windows firewall along with any other firewall is disabled. If you can't do DMZ then you will need a new router or you will need to plug in hard wired and skip the router direct to modem. You can try plugging in direct and see if it fixes your issue.

    Also make sure you stay on 189 due to punkbuster issue but your problem sounds like a firewall.
