What real difference lies between the aforementioned processors for gaming and Emulation?

500mhz between them. Speed is the only difference.
1 Core Active: 2.3ghz vs 2.8ghz
2 Cores Active: 2.0ghz vs 2.5ghz
That is it, both 17w TDP both 2 cores 4 threads.
No complaint about having an extra 500mhz but these things are not like full sized processor's so the difference will not be as major.
Gaming wise barely noticeable if any difference, maybe more beneficial is you are running the integrated GPU. Emulation speed will make a difference but again not enough to warrant the extra cost. -

I was aware of the 500mhz speed difference but are curious as to how that translates into actual FPS performance. -

The same applies that the CPU does not have a major effect in gaming it is all about the GPU so fps wise you should barely see a difference ie 1-2fps if that. The games that will benefit are the CPU intensive, Skyrim, Civ 5, Starcraft 2 etc. But I have never seen an issue at all running those games on my I5.
I remember saying I would have liked the I7 now because of the news that there will not be an R4 yes I wish I had gotten the I7 but do not think I would have because the difference in the UK was £300 for the I7 and 2GB 540M GT which was obscene for barely any difference in performance from the CPU and the 540M GT does not go above 900mb of memory usage even when on an external screen. -
I got the i7 as I knew if I got the i5 I would have wished I went with the i7 if I thought the performance on games would be any better.
7 months down the line though and I wish I went with a m14 instead of upgrading to M11xr3 from my r2. -
