Alright, so I have tried upgrading/downgrading my drivers to 3 or 4 different versions, but none seem to solve my problem. When I play MW2 or TF2 (the only games I have installed on the computer at the moment), I see my fps go up to around 60-70, then drop to about 20, then up to 60-70 again all within 2-3 seconds. I am not moving my mouse, so it is not because the game has to render extra information. I also do not have my i7 overclocked because it seems to cause a decrease in performance. (strange how that works...) I have tried overclocking with precision, but that too just seems to decrease my performance. Even with a fresh reboot, nothing overclocked, and the newest "stable" drivers installed, I am still suffering from this problem. All suggestions are appreciated.

Look for throttling thread. The powermizer recommended in the thread should solve your problem
