How about the ThrottleStop guide thread?

Most users don't understand what BD PROCHOT is all about so I put a lock on that feature. Head into the Options window to unlock it.

The average multiplier in these mobile CPUs is not a steady value when lightly loaded or idle. The full load maximum multiplier is the important number to keep an eye on.

BD PROCHOT is Intel speak for bidirectional PROCHOT. What this means in English is that it is an external signal that can be used to throttle the CPU. It might be a temperature signal from the voltage regulator or something like that. Some Asus laptops used this method but it doesn't seem to be the main throttling method used in any of the Dells that I know about. There's no need to disable BD PROCHOT unless this is causing a throttling problem.
