I've addressed my issues in minor detail in some of the other threads, being that all my troubleshooting has got me nowhere; I figured i'd make a thread to seek some help on my issue. The issue is a performance issue, i'm not sure if its a GPU or CPU related problem. Again, these issues were sudden not gradual, at first i thought it was a wireless issue but that was not the case. If you need anymore information then I provide let me know. Thanks for any help on my situation.
Powerplay: On
Stealthmode: No
BIOS turbo and speed: On
-Latest ATI Cata and GPU Drivers
-All drivers are clean installed
-I keep my laptop clean and run protection
Games
WoW: Settings i've been running since I got my machine (High, with minor tweaks)
Old Zones: 50-60 FPS
Newer Zones: 30 FPS
-*some newer zones also run fine, also any zone sometimes drops in the 30
FPS range depending on location.
-The 30 FPS range more frequent then 50-60
City Empty: 60 FPS
City Full of Players: 25-30 FPS
Raids: 60 FPS
BGS: 25-35 FPS
* Normally runs flawless
Rift: MINIMUM SETTINGS
Questing: 50-60 FPS
PvP: 20-25 FPS
Rifts: 20-25 FPS
City: 15-25 FPS
-The same goes for low settings
-Med-Ultra are all the same ( Questing: 25; PvP: 10-15; City: 5-15)
-Even the most basic m15x should out preform this...
*youtube seems to be a little slow then normally

A couple of additional things to check - I'm assuming you are using BIO A09. Check to be sure that Speetstep (Turbo) is not disabled in the bios. Make sure your power is set to maximum (Power settings, advanced) You don't want Windows to arbitrarily decide that max processor is 80%,for example. Next, check Task Manager, performance to see that Windows is recognizing all 4 cores. Finally, I'd suggest getting Throttlestop - it will allow you to see if all your cores are responding to a load. (quick test - open TS Bench - slide the window to one side so you can see the FID column. Then click 32M, and you will see your cores responding.

Just flashed to A09, had been running A08. Does the bios update for the 5850HD under video on dells driver page, have anything to do septate from the standard bios? going to download throttlestop soon

That is actually a bios for your video card (since you have a 5850). Their label says it is supposed to fix a display corruption issue. I'd hold off on that update for the time being, since the video bios is very unlikely to be the cause of your problem.

Does anyone else notice the 0MB and 0MHz or is that irrelevant?

actually i recommend updating the vbios if you haven't yet. for some it fixed the video play back lag.

The default multiplier for a Core i7-740QM is 13.0 and the maximum amount of turbo boost when all 4 cores are active is +1 so the 14.00 multiplier sounds correct to me.
When gaming run ThrottleStop, check the Log File option and minimize it to your system tray. That way if there is a problem while gaming you will have a record of exactly what your CPU was doing at that moment. The CMod and Chip columns should always show 100.0.
If your CPU is running at full speed then you can run a GPU-Z log file while gaming and check that too. -

Did you check the temperature? Use HWinfo to check the temp. On earlier post, i noticed the 0MB and 0Mhz for ur graphics card. Either the software ur using does not support 5850 or something seriously wrong.

the temps seem to be running fine, guess ill try calling dell even though that wont solve anything...would a system restore be an option
